Halo Wars Leader Overhaul Mod: A Tour of Custom Leaders

by Team Respawn· ~5 min read

Leader Overhaul is one of the most ambitious mods in the Halo Wars: Definitive Edition scene—and it has only gotten bigger since I first covered it. Made by the Real Slim Lady, with help from a long list of contributors in the Halo Wars modding community, it does not just add a few units. It reworks every existing leader and introduces four entirely new factions to play as, including Rebels, the Flood, Grunts, and Heretic Covenant forces. In our Leader Overhaul Mod video, I jumped in as the Grunt Rebellion to see what had changed—and there is easily enough here for several follow-up showcases.

What is the Leader Overhaul mod?

At its core, Leader Overhaul is exactly what the name suggests: a full pass on Halo Wars leaders. Captain Cutter gets Falcons, ODST drops, and bases that start a tech level higher. Forge builds Heavy Supply Pads immediately and fields Grizzlies and Sun Devils. Anders researches upgrades faster and cheaper. Every Covenant leader gets a similar treatment—new unit lines, reworked leader powers, and faction bonuses that push each roster in a distinct direction.

On top of that, the mod adds four brand-new leaders that feel like mini-expansions on their own:

  • Grunt Rebellion: Cheap, numerous Grunt armies led by Grunt Deacons who can build structures and turrets across the map.
  • Flood Gravemind: Flood structures and units that can spread anywhere, with infection mechanics to take over enemy forces.
  • Lyrenne Castilla (Insurrectionists): Rebel sympathizers who salvage and scavenge destroyed vehicles.
  • Sesa 'Refumee (Separatists): Heretic and Forerunner Covenant units, with holodrones for combat support.

If you have seen other HWDE mods that add Rebels or the Flood, some of this will look familiar—but Leader Overhaul bundles those ideas into one cohesive package with its own balance pass and a lot more leader-specific identity than a simple faction swap.

Grunt Rebellion: Deacons, hordes, and map-wide turrets

For the video, I picked the Grunt Rebellion leader against Rebel AI on a skirmish map—less about a nail-biting match and more about opening every menu and seeing what the faction can do. The Grunt Deacon hero drops in at the start and immediately sets the tone: this is a leader about placement, turrets, and flooding the map with expendable infantry rather than elite squads.

Early economy follows familiar Covenant patterns—Warehouses, a Temple, Citadel expansion—but the unit roster diverges fast. Bomb Grunts are suicide runners with a sprint ability. Grunt Hordes are large, cheap squads built for volume. Needler Grunts, Heavy Grunts, and Plasma Grunts give you real infantry variety at a fraction of the cost of standard Covenant elites.

  • Shade and Sniper turrets on demand: Grunt Deacons can drop Covenant Shade Turrets and, after research, Sniper Towers anywhere you have vision—built instantly, no waiting on a builder drone.
  • Advanced Tactics upgrade: Unlocks garrisoning Deacons inside Spirits, towers, and eventually Mega Turrets—turning mobile heroes into walking base defenses.
  • Grunt Tank: Essentially a Shade Turret mounted on a floating platform; upgradeable and a fun mid-game pivot from pure infantry.
  • Spirit Transport on Up: Covenant leaders in vanilla HW1 never got the Spirit-of-Fire-style transport call-in that UNSC enjoys; the mod fixes that here, and it makes a real difference for map control.
  • Mega Turret: Two slots, 3 Power and 2,000 resources each, fires anywhere on the map—and yes, you can garrison units inside once researched. It is as overpowered as it sounds.

The Grunt Rebellion clearly takes some inspiration from Yapyap in Halo Wars 2—cheap units, leader-driven economy tricks, and a sense of humor about sending Grunts to die gloriously. Heavy Grunts with fuel rod weapons hit hard but still melt quickly without support, which is exactly the trade-off you would expect from a budget faction.

Base building, garrisons, and the Mega Turret

One of my favorite moments in the session was realizing you can garrison a Grunt Deacon inside a Sniper Tower turret slot on your base perimeter—and suddenly a static defense becomes a boosted, veterancy-earning strongpoint. Shade Turrets can earn veterancy too, which I genuinely did not know was possible in base Halo Wars until this mod made it obvious.

The Mega Turret implementation borrows from Halo Wars 2's design language: you pick a target, watch the base spin up, and shells rain down across the map. Unlike HW2, you choose where it fires—which makes it feel even more absurd when you are also researching garrison slots so Deacons can ride along inside. Line of sight from a garrisoned Mega Turret is excellent, and it is the kind of base-defense fantasy vanilla HW1 never quite delivered.

Anti-air is still a weak point for Grunts compared to the wealth of AA options in Halo Wars 2; Vampires and shield turrets help, but switching back from HW2 reminds you how thin the original game's air counters can feel. That is less a mod flaw than a vanilla design gap the Grunt roster has to work around.

Vanilla leaders get the same treatment

The Grunt Rebellion is only one slice of the mod. Every original leader also receives unique units, reworked leader powers, and faction bonuses—enough that a Cutter game, a Forge game, and an Arbiter game all feel meaningfully different from vanilla. ModDB's full changelog reads like an expansion design doc: Jerome as a Cutter hero unit, Anders half-price upgrades, Tartarus with a full Brute and Jackal roster, Prophet of Regret with Protectors and Enforcer Sentinels, and more.

I am planning follow-up videos on the other new leaders—Flood, Rebels, and Sesa 'Refumee are all on the list. If you want a UNSC-focused overhaul instead, check out our write-up on the All the Units mod, which takes a very different approach to the same game.

Worth a look if you are into Halo Wars 1 or modding

Leader Overhaul sits in a sweet spot between "modded vanilla" and total conversion. Units and leaders feel new, but the core Halo Wars loop—base slots, leader powers, veterancy, Covenant vs. UNSC pacing—is still recognizable. Community reviews on ModDB consistently praise that balance: ambitious new content without losing what made the original game work.

Installation is straightforward with Medstar's Halo Wars DE Mod Manager, or you can set up a ModManifest file manually if you prefer a hands-on approach. The mod page includes step-by-step instructions for both Steam and Microsoft Store installs.
